Louise Mercier

Louise Mercier is a high-profile Canadian senior industry procurement consultant, recognized for her expertise in Canadian government and defense procurement practices and policies. Specializing in creating national and international industrial win strategies with value propositions to each investor and stakeholder. She brings three decades of experience to Canadian acquisitions culminating in her ability to execute partnerships and grow partnership bases. Named as one of Canada’s Top 10 Defence Lobbyists in 2015 and again in 2024 by CDR Magazine, she is best known for providing strategic counsel to win complex multi-million-dollar military equipment and C4ISR programs with modern partnerships and alliances. Prior to her consulting career, she held increasing levels of business development roles with KPMG, Lockheed Martin, CMC Electronics, and ADGA. Louise’s strategic support has enabled clients to build and implement capture strategies for programs valued up to $100 billion. Her insights through the full range of the business capture process from creating an authentic value proposition to building a competitive analysis that aligns with strategic partnerships, price to win, and probability of win, are key to her clients’ successes. Specialized in complex system integration programs and contracts in various sectors that include information programs, government enterprise-wide programs, and military programs (including operation centres, above and under water combat systems, training systems, weapon systems, sensors and sonar systems both in air and naval defense environments). Louise has held leadership roles on the boards of the Navy League of Canada, WiDS, CDA Institute, CADSI, among others. For recognition of her contributions, she has been awarded the Queen’s Diamond Jubilee Medal and the King’s Coronation medal, the Admiral’s Commendation for service to the RCN.
